In 1993, GBBCA established the first airport consultative committee in Northern Ireland, the George Best Belfast City Airport Forum (‘the Forum’). Meeting with airport management three times per year, the purpose of the Forum is to enable the Airport to exchange information and ideas with those groups which have an interest in matters concerning the Airport and to allow the views of interested parties to be raised and taken into account. It is not a decision making body, however.
The Forum satisfies a statutory requirement to provide facilities for consultation.
The Forum comprises an independent chairman and deputy chairman and representatives from local councils, residents’ organisations, the Consumer Council for Northern Ireland, the Department for Regional Development, airlines, local business interest groups and tourism bodies.
The membership structure was carefully constructed to enable the Forum to reflect the views and opinions of a broad range of interested parties while maintaining a manageable size to enable constructive and meaningful communication.
The Forum considers a range of matters of interest or concern to the local community including:
• Noise concerns
• Performance against Planning Agreement Measures such as flights after 21:30 hours and the Belfast Lough Bias
• The review of the Airport's Planning Agreement
• Surface access
• Accessibility for People with Reduced Mobility
• The proposal to remove the Seats for Sale limit and introduce a noise control at GBBCA
• GBBCA’s contribution to economic development and tourism in NI
The Forum also has an Environmental Sub Group which scrutinises the matter of environmental performance of the Airport in more detail and reports back to the Forum. For example, the Environmental Sub Group reviews the annual noise contour reports and track keeping reports from the Airport’s noise and track monitoring system.
The Forum and Public Communication
The public and press are not permitted to attend the Forum as it was agreed by Members that their presence could inhibit full and open debate. That being said, it is the responsibility of Forum members to communicate the discussions of the Forum to the organisations that they represent.
